AI governance is increasingly defined through ethical principles, regulatory frameworks, and organisational policies. This article argues that effective AI governance in 2026 requires a shift from abstract frameworks to adversarial-aware control structures. By integrating cyber intelligence and forensic reasoning, organisations can design governance models capable of withstanding manipulation, system degradation, and post-incident scrutiny. Without this foundation, AI governance remains aspirational rather than enforceable, particularly in high-risk, automated decision-making contexts.

By integrating governance directly into cybersecurity control architectures, organisations can align automation with accountability, reduce systemic cyber risk, and ensure regulatory and institutional defensibility. The result is a governance model grounded not in compliance rhetoric, but in defensible, auditable, and ethically grounded decision-making.

By combining insights from cybersecurity, digital forensics, and AI governance, the analysis shows how automation expands surveillance scope, fragments accountability, and renders traditional oversight mechanisms increasingly ineffective. AI-assisted targeting and inference undermine the ability to assess proportionality ex ante, shifting governance from preventive control to reactive damage management. The article argues that without enforceable limits, explainability requirements, and forensic auditability, AI-enabled surveillance risks evolving into a structural governance failure, eroding public trust and institutional legitimacy.
